PHILLIP S. LILLARD Mr. Lillard was employed by Hart Engineers for approximately twenty-six years prior to CCG's merger with Hart Engineers. Mr. Lillard was involved in numerous outside plant, special equipment and central office equipment projects for several Independent Telephone Companies, and held the title of Chief Engineer. During his employment with Hart Engineers, Mr. Lillard gained extensive experience in the preparation and implementation of RUS loan designs and RUS contracts. While at CCG Consulting Mr. Lillard has performed engineering services for several CLECs, the State of Louisiana, Municipalities, and Independent Telephone Companies. Mr. Lillard has assisted several CLECs in initial and augmentation collocation projects within BellSouth, SBC Ameritech and Verizon territories. Mr. Lillard has experience in the current technologies related to telecommunications, including fiber-to-the-home, analog and digital switched video, IP-PBX , hybrid fiber coax (HFC) systems, and xDSL systems. Mr. Lillard has also assisted with digital switching and wireless projects while at CCG.Mr. Lillard received a Bachelor of Science degree in Industrial Technology from Louisiana State University in 1973. |
