JUDY SPURLOCK POOLE
Judy Spurlock Poole joined CCG Consulting, Inc. (CCG) in September 1999 as the
Director of Regulatory Affairs. Judy's primary responsibilities at CCG include
regulatory and governmental support for telecommunications providers and
electric utilities, strategic planning, negotiations and policy or management
advisory services.
Judy has more than 20 years of experience with state and federal regulation of
the telecommunications and electric industries. Prior to her association with
CCG Judy spent 11 years helping clients with regulatory and competitive matters
as the Director of Regulatory Affairs at John Staurulakis, Inc. Judy was also
with the Public Utility Commission of Texas for 10 years, where she held various
technical and managerial positions in the Commission's Accounting and Telephone
Divisions. Prior to her employment by the Commission Judy was an auditor,
trainer and then supervisor with the State Comptroller of Public Accounts.
During the course of her career Judy has gained significant experience with
diverse aspects of the telecommunications and electric industries, which
include:
- Representation of clients in numerous regulatory proceedings as an
authorized representative or as an expert policy and technical witness.
- Interpretation and application of state and federal legislation, rules,
and regulations.
- Advocacy in rulemaking proceedings or other types of forums concerning
formulation or implementation of policies and procedures.
- Preparation and submission of commission filings, such as tariff
applications for new or revised services, applications for competitive
certification, applications for approval of sales or mergers, joint
petitions to provide extended area services, waiver requests, and required
compliance reports or responses to commission data requests.
- Service pricing, support, and deployment.
- Strategic and operational analysis.
- Competitive obligations and opportunities.
- Negotiation of interconnection and other types of intercompany
agreements.
- Affiliate issues, including special purpose audits, provision of expert
support for affiliate transactions, strategic or regulatory analysis of
potential opportunities and optimum affiliate structures, and developing or
implementing accounting and reporting systems.
- Customer care and consumer issues.
- Presentations to boards of directors, and training for management or
company employees regarding strategic, regulatory, or technical issues.
Judy received a BBA in Accounting from Midwestern State University in
Wichita Falls, Texas in 1975. She has published several articles on
regulatory issues, and has been an invited speaker at numerous industry
related conferences and training programs. Judy has also served on various
professional and industry committees, which include the Texas Telephone
Association Regulatory Committee, the Texas Telephone Association USF Task
Force, and the Texas Society of CPA's Natural Gas, Telecommunications and
Electric Industries Committee.
